Lloyd Offutt was born in the city of Baltimore, Md., on the 4th day of March, 1813. At the age of seven years he removed to Scott county, Ky., with his parents, where he resided until October 1846, when he removed to Greenfield, Ind., at which place he continued to reside until his death, which occurred at his late residence on Bradley street, in this city, on Sunday morning, May 20th, at 9 o'clock. On the 18th day of December, 1833, Mr. Offutt was married to Elizabeth Offutt with whom he continued to live until his death. In his younger days he learned the carpenter's trade, and followed this vocation for many years, both in Kentucky and this city. Several years ago he gave up his business as carpenter, and was afterwards engaged in various occupations. About five years ago he retired from all active business, and since that time has lived a quiet life, surrounded by his family and friends who knew him best and loved him most. Shortly after the breaking out of the war Mr. Offutt enlisted as a soldier in Company G, Fifth Indiana Cavalry, with which command he served for a year, when he was discharged on account of disabilities which untited (sic) him the for the hardships of a soldier's life. He was twice elected a member of the Common Council of the city of Greenfield, in which capacity he served his city with the same honesty and fidelity that marked all his transactions during his long and busy life. Mr. Offutt was the father of ten children, six of whom still survive him, viz: Mariah J. Barnett, wife of Esquire George Barnett, Thomas H. Offutt, Margaret Price, Louisa Taylor, Charles G. Offutt and California Beecher. He was throughout his long life an industrious, hard working man. Many of the public and private improvements of this city and vicinity stand as monuments to his industry. He was a kind father, a faithful and loving husband, a good citizen and an accommodating neighbor. He had a cheerful disposition and an open heart. He was preeminently a just man. He hated dishonesty in any form, and he died owing no man anything. He still lives in the hearts of his family and his friends, and his memory will be cherished by all who knew him. He was an honest nan, and died as one might wish to die. God's finger touched him and he slept. May he rest in peace."

    Frank was born in Williamson the first of two sons to Francis Montgomery Offutt and Ann Faye Bailiff Offutt. He graduated from Williamson High School and is a member of the Athletic HOF there. Frank went on to WVU with the aid of a Permanent Endowment Fund Scholarship. He played freshman baseball there, was a member of the Mechanical Engineering Honorary, PI TAU SIGMA, and graduated high among his class with a BSME.
    He then began a long and productive career in the Kanawha Valley Chemical Industry, working first six years at the old Goodrich-Gulf Rubber plant in Institute, before spending 25 years at Monsanto in Nitro and taking early retirement. He then went directly to work for MTI Engineering, now CDI Engineering where he was still employed. Frank was also a member of the MUC Board City of St. Albans. Frank was a 50 year member of The First Baptist Church in St. Albans where he had been extremely active until recent years. He served as a Deacon, as Chairman of the Board of Christian Education, on the finance committee, taught senior and junior high Sunday school for years and served as Senior High Superintendent as well. Frank, along with his wife Sissy, also were long time coaches of the church's girl's basketball program, and Frank served as President of the St. Albans Church Basketball Association. Frank was also a youth official across the valley, officiating hundreds of church league and midget league basketball games, serving several years as a high school basketball official, and also was a 10· year board member of Sun Aquatics where he served as vice-chairman and a swim official. Survivors include Frank's loving wife of 47 years, Margarette (Sissy), daughter; Angela Cokley (Patrick) of Jacksonville, Fla.; daughter, Jennifer of St. Albans; daughter, Libby of St. Albans; brother, Fred of Destrehan, La.;, and nine grandchildren, Caid and Cailin Cokley, Emily and Samiyah Offutt, and Sydney, Thad, Tigo, Nali, and Sylee Moss. Margarette was born in Charleston, WV to Ed and Anna Marie Kincaid. She graduated from St. Albans High School in 1958 and was a member of the Majorette corp. Margarette began a productive career with Goodrich Gulf before leaving the workforce and concentrating on the raising of her 3 daughters in St. Albans. Sissy, as known to her family and friends, was later involved in a successful sales partnership with Avon, Rubbermaid, and Tupperware where she met many of her friends and associates. Sissy was a lifetime member of First Baptist Church of St. Albans, where she actively participated in church functions, including playing softball, until recently, and was a longtime assistant coach of the girl's basketball team, along with her husband Frank. Sissy was preceded to the promised Kingdom by her husband of 47 years, Frank M. Offutt, and brother, James "Jimmy" Kincaid of Belle. Survivors include daughters, Angela Cokley (Patrick) of Camden SC, Jennifer Offutt of St. Albans, and Elizabeth Offutt of KY; ten grandchildren, Caid, Cailin and Caise Cokley, Emily and Samiyah Offutt, Sydney, Thad, Tigo, Nali and Sylee Moss; great grandchild, Zeek Offutt.
