The cousins, who attended Gaithersburg High School, were both members of the National Guard and entered active service with the Army when the Guard was activated in February, 1940. They took part in the invasion of France with the 29th Division. Sergt. Russell Offutt received a shrapnel wound during the invasion, but was soon returned to his company. According to his family he again back in active service following his second wound. He is the son of Walter Offutt of Gaithersburg. His wife lives with a sister, Mrs. Margaret King, also of Gaithersburg. Sergt. Elmer Offutt is the son of Mr. and Mrs. Elmer O. Offutt, Gaithersburg." [After some additional research, the February 1940 date is probably an error. The Marlyland National Guard was placed in Federal Service February 3, 1941. Offutt, 76, a Democrat who was sheriff of Montgomery County from 1962 until he retired in 1978, died April 1 at Shady Grove Adventist after a heart attack. He lived in Damascus, Md. Mr. Offutt, was a decorated combat veteran of World War II, and had served as a Montgomery County police officer and clerk of the People's Court in Rockville before joining the Sheriff's Department in 1955. He was named chief deputy in 1960 and appointed sheriff in 1962. He then won four terms as sheriff before retiring. During his years in office, the Montgomery County sheriff was responsible for serving court papers, transporting prisoners and keeping courtrooms secure. Mr. Offutt was a native of Damascus and attended Damascus High School. He served with the Army in Europe during World War II. His medals included the Purple Heart. He spent 11 years with the Montgomery Police Department, becoming a corporal, and was a Gaithersburg clothing store operator and court clerk before becoming a deputy sheriff. He was a member of the Montgomery United Methodist Church in Damascus, the Knights of Pythias, the Veterans of Foreign Wars and the Gaithersburg Lions Club. He also belonged to the National and Maryland Sheriffs associations. Survivors include his wife, Ruth, of Damascus; two sons, George W., of Charles Town, W.Va., and Ralph Jr., of Derwood, Md.; a daughter, Ruth Ann German of Frederick, Md.; his stepmother, Agnes Offutt of Rockville; two brothers, W. Paul, of Gaithersburg, and Russell E., of Cedar Lane, Md.; a sister, Gertrude O. Cherault of Rockville; seven grandchildren; and four greatgrandchildren."

After high school, Billy enlisted in the United States Coast Guard where he proudly served his country during the Vietnam conflict. After returning home he went to work in the oil fields of Texas. He started a family and settled down in Liberty. Billy took pride in his service to the community with the VFW, Masonic Lodge, and as a church member of Heights Baptist Church. His presence filled any room he was in, just as his wit and charm left impressions on everyone who knew him. Billy was preceded in death by his parents; son Jonathon Craven Offutt; brothers Hughie Leonard Offutt and Edward Olson Offutt. He leaves behind to cherish his memory his partner and love, Theresa Cain; sons Larry Wayne Offutt and wife April, William Joseph Offutt and wife Keely; sister Marjorie Graham; six grandchildren and one great-grandchild.
