Borden, who was retired as both a naval officer and an Anne Arundel County official, will be offered at 1 p.m. today at the Naval Academy Chapel in Annapolis. Mr. Borden, who was 65, died Saturday at his home in Crofton after being ill with cancer for three years. Last spring. he retired as zoning hearing officer for the county, a post he held since his appointment in 1975 by Robert A. Pascal, then the county executive.
    For five years before that, he served as county solicitor, having been appointed to that post by Joseph W. Alton, Jr. the county's first elected executive. For three years after retiring as a captain in the Navy in 1967, Mr. Borden worked as an assistant county solicitor. A legal officer in the Navy since 1942, he was the legal officer for the Naval Academy and the Severn River Naval Command from 1961 until 1965. During this period he became friendly with Roger Staubach, who played quarterback on the Navy football team, and helped him in his negotiations with the Dallas Cowboys.
    Born in Washington, he was educated at the Western High School there and at the University of Maryland before receiving his law degree from what is now George Washington University in 1941.
    He is survived by his wife. the former Cornelia Offutt; a son, Paul F. Borden, Jr., of Washington, four daughters; Neily Tattersall, of Fredericksburg, Va., Mary Dugoski, of Annapolis, Mary Zelazny, of Bloomsbury, Pa., and Robin Borden, of Crofton; his mother, Helen Borden, of Rockville; a sister, Helen Dillon, of Springfield, Mass.; three brothers, Robert H.      James Henry Moore was born on May 11, 1864 at Kaufman County, TX, USA.1 He married Georgia Sorrels, daughter of Green Matthew Sorrels Jr. and Armintha Belle Jones, on July 14, 1893.2 James Henry Moore died on February 9, 1952 at Mexia, Limestone County, TX, USA, at age 87.1
